Here are the steps to create a Windows 10 bootable USB drive to install Windows:

Format your USB drive to the FAT32 file system. Connect the USB drive and right-click its volume in File Explorer. Select 'Format' and choose FAT32 from the file system drop down.

For 'Boot selection,' choose 'ISO image.' Click the 'Disk or ISO image file' button and select the Windows 10 ISO you downloaded.
Under 'Partition scheme & target system,' select 'UEFI if your computer's firmware is UEFI. Leave it as MBR if you're unsure.
Check the 'Create a bootable disk using' field shows 'ISO Image.' Then click 'START' to start writing the Windows 10 files to the USB drive.
Once completed, eject the USB drive safely and insert it into the target PC. Restart the PC and enter the BIOS.
Navigate to the Boot menu in the BIOS and set the USB drive as the first boot device. Save and exit.
The PC will now boot to the Windows 10 installer. Follow the on-screen prompts to complete the install.
That's how you create a Windows 10 bootable USB drive! Before installing, make sure to back up any important files on the PC first. And if you have issues creating the USB with Rufus, try another tool like USB Image Tool or Windows' Media Creation Tool.
